Partially, or Completely is good.
“Touching” the mat, is NOT allowed.
When you bring the fuel barrel to the roof with the basket under it, can the basket be tipped over but the fuel barrel still in it?
The only condition that needs to be met is that the Fuel Barrel is above the Ski Lift roof, not touching the mat.
NOT TOUCHING THE MAT is still not clear to me. Can the robot push the fuel barrel to the brown area “roof area” and be set there to receive a score?

Yes, the robot may push the Fuel Barrel to the brown area of the roof.
Simply, when the referee scores the Board, at the end of the Match, if the Fuel Barrel “touches” the mat, you do NOT receive a score.
To score, the Fuel Barrel must be on the roof, NOT touching the mat, at the end of the Match.
Does making a lego box and then transporting that box with diesel fuel in it, qualify as not touching the mat, as long as the box and fuel are in the roof area?
Or do we have to create a levitation device?
The answer is Yes
As long as the Fuel Barrel does not physically touch the mat your box will work.
The Fuel Barrel will score, provided the referee, looking from above, determines the Fuel Barrel is, partially or completely,above the brown area of the Ski Lift Roof.
