I know the entire robot must leave the safe zone before engaging an obstacle. Can the robot leave the safe zone completely, then return to the safe zone (without being touched), and complete the fair entrance mission while touching the safe zone?

The entire robot most be outside the Safe Zone completely at the time the robot acts on the Fair Entrance.
This applies to the all mission objects.
